SADC’s 2021 and 2023 Ministers’ meetings highlighted that, despite some progress, overall SDG 4 data coverage in the region remains below 50%. Persistent gaps stem from budget and staffing constraints, weak coordination across education levels, missing SDG 4-aligned indicators, and methodological inconsistencies with UIS standards. Recommendations focused on establishing integrated EMIS systems, strengthening sector-wide capacity, adopting online data tools, harmonising indicators, improving coordination, and increasing peer learning among Member States.
In response, a new collaborative framework is emerging between SADC, UIS, UNICEF and the EU-funded HAQAA3 initiative. This partnership positions SADC as a regional anchor for EMIS and HEMIS reforms, linking data governance, quality assurance, accreditation and cybersecurity, and bridging foundational learning with higher-education outcomes. Against this background, SADC Secretariat, UIS and OBREAL are convening a Regional Workshop on EMIS and HEMIS. EAC experts are also being invited to represent HEMIS initiatives in that region.
